This is part of Stephen's speech, the longest speech in Acts and one of its most important passages. It recapitulates the stories of the Israelite patriarchs in Genesis and Exodus, but often fails to get the details correct.
Here, Stephen claims that God appeared to Abraham when he was in Mesopotamia, "before he lived in Haran". However, according to Genesis 12:1, God speaks to Abram after he and his family had moved to Haran.
